The UK and US have finalized a landmark bilateral deal that will preserve zero tariffs on British pharmaceutical products entering the US market.

Key Provisions of the Deal

As part of the deal, the UK has pledged to boost funding on medicines through the National Health Service (NHS). This commitment secures that tariffs on these key products will remain at zero for a duration of three years.

This deal is in response to previous statements to dramatically increase duties on branded pharmaceutical products, with figures floated up to 100%.

"This deal with the United Kingdom reinforces the international landscape for cutting-edge drugs and establishes much-needed fairness to American-British medicine commerce," a release noted.

Commercial Importance

Drugs represent one of the the United Kingdom's most significant goods shipped to the US, which is by far the largest destination for major British pharmaceutical firms.

Export figures reveal that in the one-year period to the end of September, the UK shipped drugs totaling over eleven billion pounds to the US. This amount made up nearly one-fifth of total UK exports in that span.

"This agreement protects jobs, stimulates capital expenditure and facilitates the UK to emerge as a worldwide center for life sciences," a government official stated.

Specific British Pledges

The deal entails several key commitments from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it judges new therapies to be too expensive by a quarter.
  • Higher Drug Budget: There is a target to double total public funding on treatments from 0.3 percent of GDP to 0.6% over the following ten-year period.
  • Rebate Cap: The amount manufacturers must refund to the NHS to control costs will be limited at 15%. Last year, repayments were more than twenty percent.

Broader Context

The pact takes place against a ongoing row between the sector and the British authorities over spending levels and approval rates.

This friction were intensified by arguments that US patients were paying a premium for the identical medicines than consumers in the UK and Europe.

Recently, several significant manufacturing plans in the UK have been halted or abandoned, while substantial investments have been pledged toward American operations.

The Science Minister acknowledged that the NHS must spend more on treatments, noting that its spending on drugs had declined as a proportion of its overall budget over the previous ten-year period.
